New Workgroup to Help Shape Millionaires Tax Implementation

August 25, 2026

by Mike Nelson

As part of ESSB 6346, the Millionaires Tax, that was enacted by the legislature earlier this year, the Washington State Department of Revenue (DOR) was tasked with administering a workgroup to review technical and equity issues that may arise during the initial implementation of the tax and its ongoing administration.

The Income Tax Advisory workgroup will be issuing two reports during the next two years with recommendations for the legislature to adopt any proposed changes.

The legislature designed the group to represent individuals and groups that have an interest in the administrative impacts of the tax. Of the members on the workgroup, two positions were specifically earmarked to be CPAs. Governor Ferguson chose to appoint an additional two CPAs to the open seats, for a total of four CPAs on the workgroup. Two attorneys with taxation expertise from the Washington State Bar Association also serve on the workgroup. The remaining members of the group are representatives from business, governmental agencies, legislators, and other stakeholders.

The workgroup began with a meeting at 9am on Monday, August 24 in person in Olympia. You can find the video of the meeting on TVW.

While this meeting was mostly an introduction to the issues and the tax itself, the workgroup began discussing issues that they want to address in the future.

You can find more information about the workgroup on DOR’s website. There you can subscribe for updates from the workgroup, including being notified of future meetings. You can also submit comments to the workgroup about the tax and administrative or technical issues that you have seen with it
