Overview

On Sunday, April 27, the Washington State Legislature passed a nearly $78 billion budget on the last day of the 2025 legislative session. The legislation updated a substantial number of tax policies in order to finance spending in the state’s revised budget plan now in the Governor's office for approval. 

At the national level, significant developments are unfolding related to deregulation of the CPA licensing and consolidation of boards of accountancy. Also, many states are creating a new pathway to CPA licensure. This pathway is also outlined in the Uniform Accountancy Act (UAA) exposure draft.

Bea Nahon, Principal, Sweeney Conrad PS

Bea Nahon, CPA, CGMA, is a Principal at Sweeney Conrad PS in Bellevue, focused on commercial real estate, auto dealers, professional services and high net worth. She is past Chair of the WSCPA and past member of the AICPA Board of Directors and its governing Council. Currently co-chair of the WSCPA PAC and a member of the Government Affairs Committee, she has served on and chaired multiple committees and task forces for the WSCPA, AICPA and State Board of Accountancy. Bea’s extensive community board and committee history includes Hillel at UW, Hopelink and the City of Kirkland, including serving on its Small Business Relief committee and chairing its “Outside of the Walls” task force for small business resilience.

Darcy Kooiker, Managing Director, EY (Seattle)

Darcy is a CPA licensed in Washington state and has focused in the area of state and local taxation since 1991. She started her career in the government sector working for the City of Bellevue’s tax department as an intern then became a Revenue Auditor for the State of Washington Department of Revenue. Darcy has since been a tax consultant working at several accounting/consulting firms in the Seattle area. In this capacity Darcy helps clients with nexus issues, tax minimization reporting and restructuring opportunities, transaction planning, audit management and administrative appeal representation. Darcy’s specialty is Washington tax and she enjoys helping businesses understand how the complex state and local sales/use taxes and Business and Occupation tax complex apply to their activities. Business organizations seek her technical expertise for speaking engagements and articles including Bloomberg, Institute for Professionals in Taxation, Journal of State Taxation, the Washington and Oregon Society of CPAs, and many others. She has served as an advisor to the Washington Department of Revenue and the Association of General Contractors of Washington. Darcy is an active member of the Association of Washington Business and Washington Society of CPAs. She has testified before the Washington State legislature on tax matters and has influenced tax legislation. She received her accounting degree from the University of Washington’s Seattle campus, and a Masters Certificate in State and Local Taxation from the University of Wisconsin. She has also been an adjunct professor at Gonzaga University teaching a State Tax Concepts class in the Masters Accounting program. She is the co-chair of the Institute for Professionals Seattle Luncheon Group and is also an Avalara Certified Implementation Partner.

Kimberly Scott, President & CEO, Washington Society of CPAs

Kimberly Scott, CAE, brings over two decades of dedicated leadership to her role of President & CEO of the WSCPA, a position she has held since 2017. Her commitment to advancing the CPA profession is evident in her extensive advocacy work at both state and national levels.

Since joining the WSCPA in 2000, she has served in various senior leadership roles throughout the organization. From 2009 to 2022, she also served as Executive Director of the Washington CPA Foundation. In the role of WSCPA’s Vice President of Government and Member Relations, Kimberly spearheaded the organization’s advocacy efforts, successfully driving the drafting and passage of multiple bills through the Washington State legislature, including a bill that secured $3.3 million for the Washington CPA Foundation. The Foundation now provides over $500,000 in accounting scholarships annually.

Beyond her role at WSCPA, Kimberly is involved in shaping the future of the accounting profession. She currently serves on the AICPA National Pipeline Advisory Group and recently served on the AICPA Women’s Initiatives Executive Committee.

A Certified Association Executive (CAE) credential holder, Kimberly is passionate about continuous learning. She has graduated from programs with Heroic Speaking, Leadership Eastside, and earned her certificate for DEI in the Workplace from the University of South Florida.

She has volunteered her time and expertise on various boards, including recently serving on the Washington Society for Association Excellence (WSAE) DEI Task Force, the Homeward Pet Board of Directors, and the Human Services Commission for her city.

Michael Nelson, Manager of Government Relations, Washington Society of CPAs

Mike Nelson is the Manager of Government Relations for the Washington Society of Certified Public Accountants (WSCPA). At the WSCPA Mike oversees the societies legislative initiatives and political directions through the CPAPAC. He works with WSCPA members to advocate in various ways on regulatory issues facing the profession both within the state of Washington and on a national level. Before joining the WSCPA Mike spent nearly a decade at the Washington State Senate. During this time, he worked for various leadership offices including the budget chair, floor leader, and caucus whip. Mike graduated from Western Washington University with a major in Economics, Political Science, and Philosophy.
